  It's clearly possible and might actually happen a lot when the writing system is isolated from the spoken language. For example, Chinese and (high class) Korean could have a conversion by writing until a hundred years ago because both used Chinese as writing systems while Korean didn't speak Chinese. To give another example, a person who learns Latin or Hebrew to read antique documents might be able to understand those documents well but not to speak.
