if some body want somebody wants to read other another language novel or newspaper and so on. If someone wants to read a novel or newspaper in another language
they have to know a lot of words. I think word is more important than grammar.  I think vocabulary is more important than grammar
even thought though  I don't know English grammar exactly but I can read English novel.
because I can assume what is this story and words.  because, I am familiar with the words in the story
so my opinion is that words is most important of reading  so, in my own opinion familiarizing yourself with the vocabulary words is more important than reading
