Yes I will do it only when their government cannot afford to recover their damages by their own.
In other words, I will help the victims of a natural disaster only in poor countries, not advanced countries.
Because they can recover by themselves.
So I would rather to use my money for poor people like refugees, people who are close to starvation,homeless people, and so on.
