I think This =  this question is a paradox.
If I insist that stealing for a starving child is right, It = it is illegal.
But On = on the contrary(,) if I insist on = that stealing is wrong, It = it is heartless in a moral aspect.
So, I think that is not a matter of right or wrong.
We should approach to solve it with degree of difficulty. =  We should make an action to solve this problem to a greater extent.
Such a question is difficult, not wrong.
