Distribution of wealth comes up in conversation through many countries. In capitalistic society, welfare is the only way that can relieve polarization. There are two types of welfare. First, universal welfare; big government intervention, higher tax and larger distribution. This style is representatively implemented in North Europe. And selective welfare; small government intervention, lower tax and the minimum distribution. The representative country which is operating the selective welfare is the United States. Perhaps, the reasons why the United States have chosen that style of welfare is that Americans consider personal liberty to be one of the most important values and that capitalism falls in love with efficiency. But, in my opinion, human rights are more valuable than personal liberty or efficiency. If we humans are too immersed in personal liberty or efficiency with human rights putting aside, there is no reason to make facilities for disabled people. Why should government waste time, space, and money for that few people? Because there is something more than efficiency. In this context, I support the introduction of universal welfare because it is closer to protect human rights.
